📢 Early Matters El Paso is looking for a PreK Mixed Delivery Partnership TA Consultant!

Texas's PreK mixed-delivery system lets school districts partner with community-based child care providers to expand seats for 3- and 4-year-olds — but El Paso County has no shared playbook for building these partnerships yet. We're changing that.

Over an 11-month engagement (Sept 2026–July 2027), the Contractor will lead readiness assessments across ISDs, facilitate co-design sessions with 6 child care providers to draft partnership agreements, and build a bilingual toolkit and framework any ISD or provider in the region can use going forward.

We're looking for someone with:

✅ Experience facilitating partnerships between school districts and community organizations or child care providers

✅ Working knowledge of TEA/TWC mixed-delivery PreK requirements (or ability to get up to speed quickly)

✅ Full English/Spanish bilingual fluency

✅ A track record producing field-ready toolkits or playbooks for replication
